On May 8th, more than 65 attendees filled the Highline Heritage Museum for the City of Burien's Building the Future of Burien real estate development opportunity event. Here, city leaders, developers, and property owners participated in an engaging and forward-focused conference to reshape the city's development landscape.

The event marked a significant step in Burien's journey to attract thoughtful real estate investment and address housing needs with smart, inclusive growth strategies.

Strong Turnout Signals Confidence in Burien's Direction

The event drew a diverse mix of stakeholders: 30 commercial real estate developers, 25 Burien property owners, and 10 real estate brokers, all eager to learn how Burien's updated comprehensive plan and economic development tools could support their projects. The audience's mix reflected the city's broader goal, increasing collaboration across public and private sectors to support a vibrant, sustainable community.

“Burien is ready for growth and built for opportunity,” said Chris Craig, Economic Development Manager with the City. “We are backing that up with meaningful forward-thinking policy changes to make it easier for developers and investors to make their project vision a reality. We're sending a clear message to the development community: bring your ideas, and let's build the vibrant future of Burien together." 

Tapping into New Possibilities Through Policy

One of the central highlights of the event was a deep dive into Burien's comprehensive plan updates, which provide greater height, density, and zoning flexibility. These changes are designed to accelerate mixed-use and multifamily development, aligning with the city's vision for walkable neighborhoods, diverse housing options, and economic vitality.

Another major incentive discussed was the expansion of the Multifamily Tax Exemption (MFTE). This powerful tool reduces tax burdens for qualifying developments, making it more attractive for developers to deliver the housing types Burien needs.

TIF: A New Tool on the Horizon

City staff also introduced Tax Increment Financing (TIF) as a promising avenue for supporting infrastructure and development. By leveraging future tax revenue generated by new projects, TIF can help cover upfront costs, making it a valuable financial tool for developers and a strategic investment mechanism for the city.

Burien is evaluating the creation of a TIF district, signaling a commitment to supporting public-private partnerships that deliver long-term value for investors and residents.

Strong Community Support and Developer Enthusiasm

Beyond the presentations, the energy in the room told its own story. Attendees voiced strong support for the city's proactive approach and left with renewed interest in pursuing development opportunities in Burien. Several attendees have already followed up with city staff to explore how they can move projects forward under the new policies.

The event's core message, which is that Burien welcomes development and actively removes barriers to make it happen, resonated deeply with the audience and attendees.
